The Udaipur Municipal Council (UMC) is a member of the UNESCO led Indian Heritage Cities Network (IHCN) since 2006 and has within the framework of the Network been working towards heritage-based sustainable development of Udaipur city by recognizing its unique and diverse cultural and natural heritage;

Strasbourg, represented by the Municipalite de Strasbourg is an international member city of the UNESCO led Indian Heritage Cities Network (IHCN) and has within the framework of the Network supported capacity building of IHCN's national members - Indian authorities, elected representatives and technical staff through technical missions in 2009-10 and Study Tour in October 2010;

The Maharana of Mewar Charitable Foundation (MMCF) is a Public Charitable Trust registered under Rajasthan Public Trust Act 1959, and is a member of the UNESCO led Indian Heritage Cities Network (IHCN) and is actively involved in and is supporting heritage-based sustainable activities in Udaipur; MMCF current outreach is in the field of academics, eco-management, philanthropic works and heritage conservation and promotion, in association with several institutions at state, national and international levels. The Foundation aims at contributing to a large-scale systematic change with a focus on establishing a center of excellence at Udaipur.

Purpose:
The purpose of the JCP is to establish a decentralized programme for a period of initially 3 years between the cities of Udaipur and Strasbourg to work together on heritage related projects at State-level. The JCP will provide the opportunity for a long-term relationship between the Government of Rajasthan, IHCN-F, UMC, MS and MMCF to develop a technical exchange in heritage-sensitive urban development.

Areas of Cooperation:
The JCP defines the general area of cooperation between the signatories to foster heritage-based sustainable development of the city of Udaipur through community participation, protection and conservation of Udaipur's cultural and natural resources and the promotion of income and employment generating activities for local people through heritage.

Study Tour:
The Study Tour that took place from the 1st to 7th October in a number of French Cities was organized by the Indian Heritage Cities Network Foundation (IHCN-F) and the French Historic Cities Association (ANVPAH) with the generous support of UNESCO New Delhi, the French Embassy in New Delhi and the French local authorities.

The tour of French Cities, Strasbourg, Nancy and Paris began with the official signing ceremony of JCP on decentralized cooperation between the twin cities, Udaipur and Strasbourg that was held at the Hotel de Ville, Strasbourg on the 2nd October 2011. The programme was followed by a Commemoration Ceremony for the installation of a statue of Mahatma Gandhi in the Parc de l'Etoile followed by an Official reception at Administrative center of Strasbourg. After the reception there was an Indian cultural programme at the Cité de la Musique et de la Danse, place Dauphine. in Strasbourg from the 1st to 3rd October. This was followed by various presentations and meetings held by officials on Eco-districts and sustainable development in urban projects; Urban planning tools; urban heritage policy; public transport systems; water resource management. A walk to the Department of European and International Relations as well as a bus tour was organised to visit heritage buildings and other places of special interest with presentations on heritage policies. A boat tour around the city gave delegates an opportunity to experience an alternative mode of transportation, as well as a ride on one of the city's trams.
